outspoken international president. got a piece up on "huffington post" this morning about taxes and the aversion to paying taxes among americans. i'm talking about the one and only leo gerard. the united steelworkers. north america's largest industrial union representing over 1.2 million active and retired members. we find out more about their good work at their web site, usw.org. we recommend keeping up to date on what's going on here in our nation's capital and around the country on the big issues of the day. market book bookmark it, thinkprogress.com. igor volsky is here with us every tuesday morning. >> thank you. in fact, if you make it your home page, you can go there automatically every day. >> bill: make it your home page. >> everyone who listens or watches this show, their home page is billpressshow.com already. >> stick them in safari. >> bill: there it is. so igor, it looks like immigration reform may actually happen this year, right? >> there may be some momentum and the reason is republicans want to win elections. they say that quite blatantly reason number one is w

at this saying tax receipts could cover only the absolute essentials here so we have to cut into other things. i'm not -- i think it is a sequester that really does bring people out there and show their hand. >> bill: now the deal -- the bill that the house passed yesterday, the republican bill, am i understanding so it says we'll raise the debt ceiling through mid may but senate has to pass a budget, right and if they don't pass a budget, then we won't get paid as members of congress. >> right. >> bill: is that a real threat? i saw something somewhere where congress gets paid no matter what. >> here's a funny thing. obviously it is a gimmick. it is not as if people are really going to go unpaid for a long period of time. there is a constitutional concern. the 27th amendment says you can't pass a law that pays some members of congress more or less than others. the pay would go into escrow. essentially, we'll hold back. >> bill: i got it. >> you get paid at the back end. >> bill: so you put it in a cookie jar or something like that when the time is right -- >> when your time-out is over, you get

on this that will be posted later today. if you look back at ronald reagan, the conservative icon right? he raised taxes, seven out of eight years that he was president. he supported a ban on assault weapons. he supported and signed a bill creating amnesty for 3 million people who came here illegally. >> what a liberal. >> bill: if republicans -- ronald reagan could not get elected in the republican primary today and i just wish that -- not that i'm a great big fan of ronald reagan. but i wish republicans would just stop worshipping ronald reagan and start following him, start imitating him, and get that practical side to problem solving that ronald reagan did have. and he did support a ban on assault weapons, and in fact president obama quoted ronald reagan when he introduced his own gun-control measures. so immigration still probably going to happen before gun control, but the gun control battle has definitely joined after yesterday's hearing. bill joining us how are you? >> caller: hey, bill i just wanted to echo what ike said from charleston. >> bill: yeah. >> caller: and in

change. it's true the president can't come in, pass a carbon tax, pass a cap and trade system something ambitious and tackle this issue but there are a lot of things he could do by executive order. using the epa to crack down even harder with some regulations on pollution, on existing power plants. right? the creation of new ones. some of the biggest sources of carbon come from these really old carbon -- i'm sorry cole-powered power plants. would help a lot. >> we have one here in the district that heats the congress. you see that spewing out every day. >> things like that, the congressional power plant, start greening. the government more. solar powers on the white house. big deal. right? it would send a message. don't worry about the flashy stuff. myelogram standards in 2010, 56 miles a gallon all of our cars will get in the year 2025. >> a big deal. >> a huge deal. that was one of the biggest environmental accomplishments of his first term. he could protect parts of the ocean and george w. bush did some of that as president too. how does t
